License of JRE

Hello

I am not sure that I am posting in the right section, but here is my question:

I develop some java application in a company, but this application is not yet a commercial one as it is currently under development. I use Netbeans IDE and some liberaries which licensed under GPL or Apache. Of course
a JRE exists on my computer to run the application.

My question is: What are licenses we need to buy to go in commercial phase?
As I know Netbeans is licensed under GPL/CDDL, so no license is to be bought. But what about JRE or JDK license? Do we need to buy one? or The customer is the one who must buy JRE/JDK license?

Please explain to me, because the whole matter is not clear to me.

Thanks
