License for VPD?

Is VPD/FGAC a seperately licensed product if we are paying for Enterprise edition?

Can someone post a link for the chart showing what is included for each version (XE, Standard, Enterprise) of Oracle? I have seen it on the website before, but I can't seem to find it anymore.
