license for internet developer suite necessary when using Oracle Forms 12c

Dear all,

we have a Oracle Forms and Reports license with weblogic stand alone installation included in this license.

The installation of oracle forms and reports include forms and reports developer.

Is it necessary to license the internet developer suite additionally for each developer for development of forms applications and reports?
