Licencing as an editor

Hello,

I am a project manager for a software editor. Our product is a Windows app for ERP, hosted on-premise on our customers infrastructures, that works both with MSSQL and Oracle 11g.

We do have a licence for Oracle 11g only.

One of our customer is migrating to Oracle 19c. We are not willing to purchase a new licence as only half a dozen of our hundreds of clients use Oracle.

Is there a way for my team to work on making/testing our app compatible with 19c with a kind of free limited edition or via 11g ?

Here is my main issue with 19c XE : The dump our client is providing is about 500 Gb (Production is 2 Tb). 19c XE does not allow me to restore that much. I need that dump specifically because I want my env to be as much isoProd as possible during testings.
