Library Cache Lock with Log File Sync in RAC

This issue is at E-Business Application with 4 node RAC db. We have lot of concurrent users and we do observe "library cache lock" and "log file sync" waits some times. If you monitor from OEM, you will see that both waits will start at the same time, will stay there for 25-30 minutes and then will disappear. "Library Cache Lock" wait will be observed by onle 1 or 2 session some times, but all 4 sessions will observe "log file sync".
We have tried every available script but could never find the blocker for these waits. New blockers and waiters are coming every second.

1. Do you see any relation between these two waits? Which one is causing other wait? Because of "log file sync" waits, we do see increase in GC waits which causes slowdown to the system
2. Any suggestions on how can we track the culprit here? As I said before, there is no one session which is blocker in this case.
