Length And LengthB

In the documentary it shows that Length displays the length in character and LENGTHB displays length in byte. But by running the code

select LENGTH('CANDIDE') from dual ; results as 7

and also select LENGTHB('CANDIDE') FROM DUAL; RESULTS AS 7 WHERE AS IN THE DOCUMENTARY SHOWS THE LENGTHB RESULT AS 14
