LDAP Server is Down

Hi ,
I try to connect to OID (Oracle Internet Directory) using Oracle RDBMS 10g on a PC running XP Windows operating system.

When I run the Oracle Directory Manager program and try to select a user using the button on right of the text field username , i get the error LDAP is Down.

How can I set the LDAP Server Up?
What am I supposed to do ..?
