lay the laurel wreath

Yes, it may seem to be a Java unrelated question but not for my current project.

In the King Crimson's song Epitaph lyrics we read:
When every man is torn apart with nightmares and with dreams, no one will lay the laurel wreath as silence drowns the screams.

I'd like to know the common connotation(s) or implication(s) for the phrase lay the laurel wreath in English, if there is/are. Or I'd like to be given pointers for fora for intricacy of the English language.
