Launch exe on server from APEX

Is it possible to launch a exe program on the APEX server by clicking on a link in APEX?

I know there are security concerns with starting an application on the client machine but starting one on the local APEX server machine should not have those concerns.

I tried the simple command edit which creates the link but when I click on it nothing happens.

Any suggestions? Thanks.
