Latiturde and ordinate extraxtion from JPEG map

Hi everybody
I have base map 1:25000 in form of toposheet.I have task to store all the details in database oracle 10g and use vilage distances from roads.All the detaisl like river, villages , roads are shown on paper map. I want to digitize the map and store latitude longitude for viallages and all other linear features.
How should I extract the information from base map and using what software.

Please help.
