label alignment default to left instead of right

When using wizard to create a report with form. The resulting form always contains labels that are right aligned. I know how to change that on a item by item basis but would prefer to change the wizard so that it defaults the labels to be left aligned (which I believe is the more standard appearance).

Can this be done? How?

Changing it at the workspace or entire HTMLDB install level would be preferred.
