Killed Toad session does not disappear

Status is KILLED, there is no SPID associated with the process, but if the user tries to compile the procedure he hung in it hangs again until the session completely disappears. The session has no locked objects according to v%locked_object. It is not executing any statements.

This session has stayed in v$session for an hour now with the status of killed. This is a problem we have encountered before but normally the session disappears much quicker.

Is there a setting I am overlooking that will allow them to be removed. Or is there something different or new I can do to get rid of it?
