Keyboard Shortcuts Not Working within VNC on Linux

Hello,

We are trying to get a remote developer up and running using JDeveloper on one of our local servers. So far, we have found the best performance to be with VNC rather than forwarding X or using SAMBA to share the files.

Unfortunately, when JDeveloper is launched within VNC, none of the "Alt" keyboard shortcuts work (even though they normally do). Even more bizarre is that the Netbeans IDE, which is also a java application, does not have the same issue, and its keyboard shortcuts work normally when running in VNC.

We are running the following software:
Debian GNU/Linux (Etch)
Sun Java 1.5.06 (we also tried 1.6.0.1).
XFCE running in Real VNC (vncserver).
We have tried a variety of vnc client applications, including real vnc, tight vnc, and others.

Does anyone have any suggestions of things that we could try to get this working correctly?
