jsp or javascript

Hi
I have a form in my jsp page with two dropdown lists lets say country list and state list , when page is loaded first list(country list) is populated after making a selection in country list state list will be populated, it will be empty until then.
, elements in the second list will be getting from server.I dunno if i have to use javascript or JSP, can anyone help how do i submit form to server after making selection in first list to get the second list
