jsp: how to handle special char like ascii 146

Dear All,

I have this jsp form that includes a free text box. Someone filled in a string, containing html char �, which is not standard apostrophe (ascii 39), but ascii 146. I tried charset ISO-8859-1 and UTF-8, but both not working. The servlet hangs because of it.

I am thinking of writing a javascript to process the strings before sending to servlet. That is quite tedious given so many fields in the form. Is there other charset that I can use to avoid the problem, or other simple method?
