JSP Designer not working

When attempting to create jspx pages in and ADF application pages are not being rendered at design time.

I am following the tutorial "Oracle® Application Development Framework :: Tutorial :: 10g Release 3 (10.1.3)"

I have tried this on jDev 10.1.3.3 and 10.1.3.4 and get the same error. I have turned on design time debugging of jsp and get the following error

I have restarted jDev, my machine and rebuilt the application to no avail.

I have been through the majority of similar issues on this forum still no joy.

Any help greatly appreciated
