JS to manually add a new row in Interactive Grid?

I'm using apex 5.1, universal theme and 11g DB.

I have IG below and I'm planning to add a new button "Add Row" which would insert a new row on IG.

The reason for this manual insert is due to the IG not refreshing the buttons when the region is hidden during page load like below.
