JRF component or service with type "Library" and name "adf.oracle.domain.webapp missing

Hi
When trying to deploy, we encountered this message:
Problem invoking WLST - Traceback (innermost last):

WLSTException: JRF component or service with type "Library" and name "adf.oracle.domain.webapp#1.0@12.2.1.3.0" is not found on server "{2}".

How do we overcome this issue ?
