JRE License for business computers accessing third party web sites requiring Java

In reading the Java license it generated a few questions regarding the Java SE license.

1.  When accessing third party web sites that require Java, is a license required for Java SE?  This question comes up as there is no feasible way for us to determine what the web page was developed in to know whether it falls under a variety of Java products that don't require a license.  At this point we have determined that the cost of the Java SE client does not provide enough benefit for the cost since we don't develop in Java and have no applications in house that utilize Java. 

2. If a staff person requires access to a web site or application for personal use, are they allowed to load Java SE on a business computer or does the business computer then require a license?
