JRE installation Problem

I have a Desktop, HD 40 GB, RAM 1.2 Gb;
Operating System Windows XP Version 2002, Service Pack 2.
I have a problem installing Java.
When I try installing, I get the following error messages:

Windows Installer
This Installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installation package.

This is followed by the following message:
The Installation of package http://java.sun.com/update/1.6.0/jre...owsj586-jc.xpi failed with -203

I tried to do this installation online as well as offline, downloading the the .exe file to my HD and then using 'Run' command, but I get the same messages.
I did contact Sun Microsystems through the Website, who advised me to refer to the Web page http://java.com/en/download/help/. However I could not identify any meaningful solution.
Can somebody help me please?
