JRE 1.4.0 installation

I have a customer who downloaded and installed JRE 1.4.0_01 from the Sun site. The correct directories and files were created and installed as part of the installation process. However, when he tries to run the Plug-In control panel, nothing happens and the control panel does not start. When he uses IE to access a site which uses the plugin for an applet, IE simply exits out. The customer is using Windows 2000 Pro, Service Pack 2. Has anyone seen this behaviour? Thanks very much.
