Jobs run an hour late

I had posted this in Database - General, but I think it is more applicable here:

Hello,

I am having a strange issue. I have jobs that get created and put into user_jobs with the NEXT_DATE and NEXT_SEC set to the sysdate. However the jobs don't run until an hour passes. This just started happening on Sunday, so I believe this is related to the changes in Daylight Savings Time. The clock on the OS and the SYSDATE of the database are correct. I checked v$timezone_file and it is at version 4.

Let me know if there is any further information that will help, but I need to know what causes the jobs to run, and why it is waiting an hour. (This is happening in one specific environment, but is not happening in many others, so I believe that it is not related to the code or jobs themselves)

Oracle 10.2.0.4 Enterprise Edition.
