jnlp shows up as xml in browser

I have a jnlp working on a development server. I moved it to production and I changed the codebase and homepage references to the new URL. Clicking the .jnlp link on the production server gets me the message you see below and the contents of the .jnlp file are displayed in the browser (the same browser that works with the development server.
This XML file does not appear to have any style information associated with it. The document tree is shown below.
What type of things might be different on the production server that would cause this behavior? Thanks for any ideas.
