.JNLP files cannot be associated

We have an application off the web (WIS-net) that requires the loading of plug-in called: startAPP.jnlp. Everytime we try to launch WIS-net, IE7 begs for a file download of startApp.jnlp. Windows then pops up a box that requires either a OPEN - SAVE - CANCEL. It looks like the startApp.jnlp is unassocatied with the correct Java executable because on an OPEN a small DOS box appears and disappears very quickly then nothing happens. I go back and retry but the same sequence occurs. I've searched everywhere trying to find out how the .jnlp file is supposed to be loaded and what Java program is supposed to be targetted. I tried associating 'javaws.exe" but even though I select it (using Windows Explorer) Windows doesn't associate it. There are no errors when I attempt association - it's just when I call up the .jnlp file (saved to the hard disk), Windows does not have javaws.exe in the association list. I'm guessing that javaws.exe is not the correct program to launch when startApp.jnlp is invoked.
Can someone please let me know how these .jnlp files are supposed to work or maybe if my system has more of a problem than I'm trying to address.
