JInitiator license

Hi,

I've done search on the net, and cannot find any clear answer on the question how is JInitiator 1.3.1.22 licensed. I work for a big company that is very sensitive on software licensing issues, and I plan to put request to make JInitiator desktop client installation available to everyone, assuming that it is free (company policy does not allow installation straight from Oracle Application Server)

Well, than I searched the net, Oracle sites, and not a word on how the JInitiator is licensed, except that you can download "Free developer version". What about if it is not used for development? It is not listed on Oracle Price List, so I assume it is free to use in conjunction with Oracle products that require it (as long as you paid license for these products).

But there is one small problem, I cannot find it written anywhere. Does anybody have any idea where to look for some information?
