SQL Developer can be downloaded either bundled with JDK or without JDK. However, SQL Developer does require java. Please confirm that regardless of whether SQL Developer is used with bundled JDK or whether it is used with a separately installed compatible JDK release, no java license is required.
It is my understanding that as long as java is only used for SQL Developer, it doesn't matter whether the JDK resides within the SQL Developer directory or separately installed in a different directory.
