JDeveloper Window sizing upon startup (Normal = Maximized)

It seems that when I start JDeveloper, it has the "normal" window sizes redefined so that it is the entire screen. When I want to shrink the window so that I can see another app, and I click the middle button in the upper right of jdev, the window stays the same size! So apparently "Normal" now equals "Maximized." Then what I have to do is to put it into a "Normal" window state and go up and grab the title bar and drag it down and to the right. Then I gan grab ahold of the border and resize the jdev window to something like half the screen. Then from that point on, clicking the upper right button will toggle between half screen ("Normal") and full screen ("Maximized"). But it is only for that session. When I come in the next day it's back the way it was (normal = max). It doesn't seem to remember that I resized the window and that Normal should now be about half the screen. I don't like having to go through this every time.

Is this an intentional design feature? If so, I'd rather that it behave like nearly all other Windows functions. When you click to normalize, you don't want the full screen. What would be the point? You could have just left it maximized. What's the point of clicking it a bunch of times only to have the JDev window stay the same size?
