JDeveloper will not run in Windows NT 4.0

I have installed Oracle 9i Developer Suite (latest download) many times on a Windows NT 4 machine. JDeveloper just will not start!
I get the same error every time: "Unable to find main class. Class specified is: oracle/ideimpl/IdeMain"
I installed the same download on a Windows 2000 machine. JDeveloper starts up fine, no problem. So why won't JDeveloper work on Windows NT 4? Service Pack 6a is installed.
