JDeveloper- Slow Startup

Hi All;
I sucessfully intalled Oracle 9iDS on Windows XP Pentium IV 1.5GHz 512Mb . For some strange reason, it takes approximately 20 minutes to start JDeveloper and have my system stabilize to where I could start using the program. I have been observing task manager and for most parts that JDeveloper is loading up, CPU usage is at 100%. Even after JDeveloper is loaded on the system, the system freezes for a while till
CPU usage drops dramatically to 2% before it is usable.
Is this a typical experience or is there something wrong with my system? Is there away out to improve start up speed? Would any other operating system be faster?
