JDeveloper License

Will someone please explain to me the OTN license for JDeveloper?
Can it be freely used as a Java Development tool?
What are the "components" and is it possible to develop with JDeveloper without using them?
Is there a free version of JDeveloper without the "components" that can be downloaded?
I need to decide on what my java development IDE is going to be and have given up on Borland/JBuilder 2007. Right now, NetBeans is the number 1 contender followed by Eclipse. I don't know where to put JDeveloper because of the "components" licensing issue.
Any helpful comments will be appreciated.
