JDeveloper Interface Lag

I have installed the Java SDK 1.5.0 on my computer along with JDeveloper 10.1.3 After starting the program and clicking on "File" it will take around 3 to 5 seconds to actually bring up the drop down menu. This "lag" appears to effect the entire program. I have 1 GB of RAM and an Intel 2.0 GHz Mobile processor. Does anyone have any ideas what could be causing this?
