Jdeveloper for 12.2.10 not starting in W11

Hi experts,

I've just downloaded the patch for Jdeveloper OAF 12.2.10 (Patch 31640893), and when running jdevW.exe (w11) nothing happens at all.

I'm a bit rusty with this, but any ideas? (Tried to remove from PATH all jdk installed without success)
