JDeveloper & Eclipse Plugins

Hello,

I thought Oracle wrote the specification regarding plugins? If that is true, will Eclipse follow these same guidelines and thus a plugin will be able to work in either JDev or Eclipse? There are so many more Eclipse plugin available it seems much more logical to pick Eclipse over JDev.
