JDeveloper 12.2.1.4.0 fixed bugs on older version of Weblogic

In the JDeveloper 12.2.1.4.0 fixed bugs it says(https://www.oracle.com/technologies/developer-tools/jdeveloper/12214rn.html ):

27924034CLICK ON TREE NODE ICON BUT THE NODE ISN'T EXPANDED [PATCH:26658206 ISSUE]

So I have installed this JDeveloper Version (12.2.1.4.0) alongside with the WebLogic 12.2.1.4.0, and while I am developing this issue doesn´t happen anymore, but when I try to deploy the EAR in an older WebLogic 12.2.1.3.0 the issue persists, can it be the older version of WebLogic or this bug should disappear anyway?
