jdeveloper 11.1.1.3 64 bit on windows

I REQUIRE jdeveloper to work correctly with the 64-bit JVM. I have posted before to no avail, but with the latest version of the SDK I can only get the 64-bit SDK to install. The 32-bit SDK no longer will install on a 64-bit windows platform. So Oracle needs to either fix the install of the 32-bit SDK onto 64-bit windows OR fix Jdeveloper so it will run with the 64-bit JVM. Currently I get a "Unable to launch the Java Virtual Machine" error when pointing at my 64 bit java.exe.

And I am sorry if I hurt anyone's feelings at Oracle but these posts have been going on for months on running in a 64-bit world, and now the latest 32-bit SDK will not even install.

The situation is ridiculous.
