Jdeveloper 10.1.3 proddoes not open the WYSWYG editor for Faces projected

Jdeveloper 10.1.3 production release does not open the WYSWYG editor for ADF Faces project migrated from 10.1.3ea. It just opens it as JSP and XML tags.
