JCOP card initialization.

I have to initialize the empty JCOP card. I get the transport key from the NXP.
First I send the atr command, and the card responses the ATR value:
/atr
Then I entered:
/send 00A4040010<transport key>
transport key length equals 16 bytes.
Afterwards I does not receive anything. It seems like it hangs.
By that command I am trying to select root applet. How to proceed?
