JBuilder 5 and Tomcat 4

Does anybody know how to prevent jbuilder to override the !DOCTYPE tag in the web.xml so I can use the 2.3 DTD version and the 2.3 servlets features such as servlet listeners?
Anytime I try to change the !DOCTYPE tag and insert a listener tag, JBuilder 5 wipe off these changes.
