javac not recognized as an internal or external command

i have windows xp and have just downloaded the latest jske 2.
when i try to compile this error message comes up.
i have followed all the instructions several times and also followed the suggested trouble shoot fixes but this error still appears and i cant compile,from stage 1.
i know that this problem must be very simple but because im new to this it seems very hard and im not doing something that needs doing.
i cant find anymore trouble shoot fixes for this problem.
C:\jdk1.4\bin\javac HelloWorldApp.java i have tried this but it didnt work same error. my file is in c drive under java and all seems well.
dir says its there but just wont compile javac not recognize as a command.
please help?
