Java WSDP 1.3 AND Java 1.3.1

Can you use WSDP 1.3 (specifically JAXB) with java 1.3.1 (JVM) ?

It seems that the installer searches for java 1.4 for ages, and then crashes.

Do I have to have 1.4?
