Java SE (Java Platform, Standard Edition)

I have a netbook that will not pass the java.com (and other) tests. Java is installed. I see it is enabled in IE. It actually starts running but then fails (java icon appears in status bar but then goes away. Gets the error below in the log. I tried uninstall/reinstall. Worked at our HQ location using DHCP but not at my location using static IP address. Using same user to log in. Is it being block by some security setting? Other Win7 pc's at our location work.
