Java(TM) Plug-in Fatal Error

I receive the following error message any time I use IE or FireFox with a java-enabled web.

Text of the message:

The Java Runtime Environment cannot be loaded from <\bin\server\jvm.dll>

I got this message after upgrading the JRE from 1.4 to 1.5, and have tried multiple installs/reinstalls, removing all references from the Windows registry, etc.

Operating system is Windows 2000 Server with SP4 and all latest patches.

Anyone out there had a similar problem and found a solution?
