Java Setup Error 25026 - Error reading the Windows registry.

When I run jre-7u4-windows-i586.exe or jre-7u5-windows-i586.exe I get this error:

Error 25026. Error reading the Windows registry. You need to restart your computer before installing Java.

I've run in to this on 4 computers so far, on 3 of them simply restarting and trying again worked, on the other one I had to uninstall all previous versions of Java in order to get around this.

Does anybody know why this is happening? Is there something I can run to clean whatever registry entry it's having trouble reading before I install it?
