Java Runtime Environment cannot be found in bin\javaw.exe

I am getting the java runtime error when trying to run setup.exe out of the oracle 11g download. If i go to oraparam.ini and set JRE_LOCATION to
C:\Program Files\java\jre1.5.0_22 and re-run setup, I do not get this error but get a "main class not found" error. If I set it to C:\Program Files\java\jre6 it will run and flash the dos command-line momentarily and exit the setup, but I get no error. Is there another environment variable I need to set? ORACLE_HOME maybe?
