java.net.ConnectException: Connection timed out: connect

I just installed Jdev 1.10.3 and any time i try to run anything I get the following error:

[waiting for the server to complete its initialization...]
06/02/05 10:54:00 java.net.ConnectException: Connection timed out: connect
06/02/05 10:54:00 at java.net.PlainSocketImpl.socketConnect(Native Method)
06/02/05 10:54:00 at java.net.PlainSocketImpl.doConnect(PlainSocketImpl.java:333)
Etc...

Any assistance you can give me would be appreciated.

I'm a newbie so please explain thoroughly!
