Java ME SDK 3.0.5 Very slow

I am on a Windows XP machine, latest service packs, etc. JDK 1.7 and NetBeans 7.0.1. With the emulator running, it takes at least 45 seconds to load a simple LWUIT application. If I am on VPN, the process takes 2 - 3 minutes! SDK 3.0, by comparison, takes less than 3 seconds for the same code, the same device type.

Any ideas?

Another clue: when the laptop is disconnected from the LAN (I unplug the ethernet), the 3.0.5 emulator and any app are nearly instantaneously loaded. I checked the firewall software, that doesn't appear to be the culprit. This is quite frustrating!
