java.lang.Exception: Exception in sending Request :: null

I installed
Oracle Database 10g Enterprise Edition Release 10.2.0.3.0 - Production
on my laptop windows 7 ultimate 32 bit operating system

when I open database control (Enterprise Manager) for create user
showing error
java.lang.Exception: Exception in sending Request :: null
