java.lang.Exception Exception in sending Request::null

I have never had an issue that I was not able to work through until I started to try and use OEM. Here is the background of this issue hopefully someone can steer me in the right direction. I have dropped and reconfigured the dbconsole and repository several times which is successful but still end up with the same errors. Below are tail from my log files. What is really weird is that I have another instance installed on the server that works okay except for uploading xml data. We are a partner and do not have tar submission.
