java.io.IOException on JAR file download

I tried running a form this week with the Forms Listener Servlet, Forms 6i Patch 13 and JInitiator 1.3.1.9, both in Netscape and IE5.x and got this message on the Java Console:
java.io.IOException: Could not connect to
http://pvsdev.ecc.ford.com/forms60java/f60all_jinit.jar

When I did this with Listener Servlet, 6i and JInitiator 1.1.8.16, the JAR files appeared to download OK.

Any ideas?
