Java installation fails with event ID 1000 Please Help!

Hello,  I really need some help.

PC in question running Windows 8.1 Professional, fully updated and patched.

Java runtime versions 1.8.0_51 and 1.8.0_77.

PC is a mission critical device.

I have a user who connects to several systems which require JRE on the local pc. Java version 1.8.0_77 was installed and working correctly.  The user has been successfully logging into the different systems without issue until last Thursday.  When attempting to log in to a system that she doesn't use very often, she is told that she cannot continue because that system requires java version 1.7.0_?? to 1.8.0_51 to run.  I installed 1.8.0_51 and she tried again.  she still got the same error, so I uninstalled 1.8.0_77 and she tried again.  This time the interface told her that no version of Java was installed.  I verified that, indeed, Java was installed, had her reboot and try again.  Same error.  So then I uninstalled 1.8.0_51, and verified that the registry was clean of Java references, rebooted her computer and tried to reinstall the current version, build 77.  THIS time, the installation started normally, but when the "downloading java" screen popped up (the one with the small green bar that goes across as it downloads), the window went away after about a second or maybe two, and nothing else happened.  A look at Task manager indicated that no installation routines were running.  A look at Programs and Features in the control panel showed no installation of Java.  Testing with IE showed that Java wasn't installed either.  A look at the event log showed event ID 1000:

Can anybody offer a possible solution to this problem?  It is critically important that the user's computer be able to run Java JRE, and in the past we had multiple versions of Java installed due to several of our clients mandating different versions of Java, and one even requiring a modified java.policy file.

Please can someone help me with this?
